UPDATE 24/09/2017: AMD have recognised the issue and it should be fixed as of 17.9.2 and later.
More recently I've noticed a rise in the number of people with error 1603 and the driver not properly installing.
There can be a multiple number of issues causing this to occur.
It's also a widespread issue with a number of PC users too, as shown by quickly googling the issue.

Below I have outlined some solutions. Try each one to see if it solves error 1603.
- Don't just install over the current drivers. Make sure you uninstall the current ones with DDU in safe mode.
- Install the provided certificate. Error 1603 can sometimes occur if Window does not trust the installer.
- Make sure Windows is fully up-to-date. This is a big one which turns out to be one of the main reasons why error 1603 occurs, as many people are still not running at least Anniversary edition of Windows.
- Turn off any anti-virus software and also windows defender when installing. Anti-virus software in particular can cause issues with the installer.
- Disk-burning software like DaemonTools should be removed from the system as they do not allow the installer to run properly.
- Have you been modifying the Windows OS at all? Manual tweaks to things like the registry can cause issues with the installer.
Reinstalling a fresh copy of Windows is the only answer to this. - Delete the AMD folder in your 'C:' drive and try installing the drivers again.
- SOMETIMES the issue can actually be on my end if I have made a mistake when mapping software installation settings to the graphics card. If this happens then the installer won't work for anyone with that particular graphics card. This only usually happens when new mac graphics cards come out with new mac models... eventually I do find where I'm going wrong .
