Hello,
I am facing the following issue with my 2019 16" MacBook Pro with Radeon 5500m. I am trying to get Enhanced Vsync to work, as in I want Vsync to kick in only above 60FPS.
On Red drivers forcing Vsync via control panel does not work & I experience micro-stuttering in some games. In blue drivers everything is smooth but there is no option for enhanced Vsync & changing Vsync settings from panel also does not work.
I am now using blue drivers & I am stuck with normal Vsync (activated from game menus) that cuts fps when I get below 60 to keep sync..
I have tried December & January Editions

i also had the same problem but on my 2018 macbook pro w/ radeon pro 560x. I fixed it by still using red drivers but using radeon chill (or any fps limiter like rivatuner) and limiting the fps to my refresh rate (60 Hz, so 60 FPS) This, for some reason, fixes the stuttering issues with enhanced sync. However, I did not use any vsync in any games. Vsync makes everything worse. Do not use it. Use enhanced sync and lock fps to 60.

For some reason Red drivers are jittery for me in some games (COH2 in particular), I have also tried your approach with Red Drivers and it seems the game just ignores AMD Control panel settings regarding Vysnc. I have reverted to Blue rivers & playing with Vysnc off until I can find a better solution. I am using RivaTuner as a frame limiter to prevent my GPU from overheating.

COH2 is an old game. Your forced vsync settings in radeon software might not be compatible with that game. For me, I can't get it to work with minecraft since it is just straight up incompatible. Then again, I played Team Fortress 2 and it was able to use the radeon settings that I set. It could be a game-to-game thing.
