I am on a 2017 iMac with a Radeon Pro 580 and Windows 10 Home with all current updates. Up until now I've had 17.11.4 installed (from this site) with no issues. Given its age I thought an update was in order. I've tried using both DDU and the AMD cleanup tool to remove everything and trying different versions, including 19.3.3, 18.8.2, and 18.2.2. They all seem to install fine, however nothing I install gets me past the boot screen outside of safe mode. System restore does not fix this after the installations break, and now Windows has overwritten the restore point I had with 17.11.4 (to which I can no longer find a download for online). My setup includes a single external monitor.
I've spent the past 2 days trying to troubleshoot this for hours upon hours, and I'm basically at my wits end. This is not the first time I encountered this either, it used to happen before 17.11.4 was released. I figured the issue was resolved going forward, but it seems to be persistent for every version I try. Does anyone have a reliable solution?

Does it happen on the official Apple driver? Check AMD's website it was recently updated.

It does, although it took longer before it happened, but eventually I would get the same results. The update from AMD's site does it as well. I've wiped my Windows partition and reinstalled twice trying to figure out a solution to no avail. Could it perhaps be a hardware problem? I haven't noticed any signs of my GPU dying otherwise. There haven't been any issues on macOS either.

Could be a bug in the driver or it could be related to a different driver e.g. WiFi or Bluetooth. Try using a driver updater software to get everything up to date.

Do you still have your modified version 17.11.4 saved? I'd like to try that again and see if things go back to normal. I remember it had the "hybrid" designation.

So I made a bit of progress; I reset my nvram and now I can boot Windows only when my external display is not connected. The cable has to be physically disconnected, not just keeping it turned off. After that I can plug it in while on the desktop. The only caveat I noticed is that, once I sign out and back in to reset the scaling, the Radeon Overlay hotkeys stop working unless I quit its process and relaunch it. I'm currently using 18.3.4 since other versions give me lots of display flickering and random display setting changes. I took the computer in to the Apple Store to have it checked for possible hardware issues and they found nothing wrong. I also confirmed that it isn't just my external display, the freezing happened with theirs as well (these are AOC and LG monitors respectively).
