Update - I'll post my findings since the last time I posted for anyone who is trying to get this going:
-Nuke entire drive. -Use time machine to restore backup from yesterday. -Once completed verify windows partition completely removed. -Use bootcamp assistant to create partition. -Install Windows 8.1 -Upgrade to Windows 10. -Default AMD driver fails on first login (error 43) -Use display driver installer in safe mode to remove initial driver. -Reboot. -Attempt to install bootcampdriver.com driver. -This installs but the driver fails to operate (error 43 as usual). -I receive the apple updater prompt to re-install the Driver Update 6.0. -Since the bootcampdrivers.com driver appeared to fail I tried this. -This attempted to install and asked me to reboot as usual. -After rebooting the Apple 6.0 AMD driver was not installed. -The AMD Radeon R9 M290X (Bootcamp XG Edition by bootcampdrivers.dom) was installed!
General Tab: General: AMD Radeon R9 M290X (Bootcamp XG edition by bootcampdrivers.com) Device Type: Display Adapters Manufacturer: Advanced Micro Devices, Inc. Location: PCI Slot 1 (PCI bus 1, device 0, function 0) Device Status: This device is working properly.
After rebooting, it failed with error 43. But if I tried installing it again, it claimed it started working again. Performance is a bit stuttery so I don't believe it's truly accelerated video.
Very strange to say the least.

Update: the latest 17.2.1 drivers as released yesterday work perfectly.
Install process:
Use Display Driver Uninstaller. Have it reboot to safe mode. Remove any existing video drivers and reboot. Click on setup and allow setup to proceed. Select Custom Install. Select the items you want installed (default appeared to work for me). Driver will install. All external displays coming to life is a good sign. Device manager indicates 290x is installed and working. GPU-Z indicates that card is installed and working. Excellent!
I'll be curious if other users who had this problem find that it will work now!
The installer package I used was the gaming package on the main page of bootcampdrivers.com!

Imac mid 2015 5k, R9 M290, Windows 10. First I updated my Windows 10 (1607 version) and then I installed the latest bootcampdrivers 17.2.1. Yes it works! Full 5k resolution! Very happy! Thank you!!
