The new Windows 10 May 2020 update (version 2004) finally fixed the error 12 error for my AMD eGPU that made me resort the use Windows 10 version 1803 in the past.
I used Matt's April 2020 Red Bootcamp drivers. Windows recognized my eGPU and secondary display right away but I couldn't get into the driver settings anymore and the system was changing displays randomly at times so I had to reinstall them. The first time the AMD installer gave an error during installation but with the Factory Reset option enabled it managed to install itself.
The update is rolling out to machines in phases from what I understand. To get it I became on Windows 10 Insider and chose the Fast Ring.
EDIT: The OS Build is 19628.1

I don't know to be honest if I'm an isolated incident or this works for everyone but thought I should share regardless.

There is already a stable 1909 version. That might be good enough for you.

Version 1909 didn't work for me no matter what I tried. Still got error 12.

Note: there is an issue with Windows forcing an AMD driver update if you press the "Check for updates" button that makes you have to reinstall the correct drivers. Even the control panel advanced settings doesn't stop it for some reason. You need to go and edit some policies by running gpedit. At least that's the method I used to stop the update.
I hope this also works for people upgrading from newer OS builds. I upgraded straight from version 1809 to this one.
