Even though the driver appears to accept installing on the system, it appears that the driver does not initialize the display using either the Thunderbolt or HDMI ports. This leaves you with a non-functioning system, unless you have a spare GPU to install to run system restore.
Was this driver actually tested on a Mac Pro with Vega II? If so, what sorts of displays was it tested against and which ports on the Mac Pro were used?

They haven't been tested with Mac Pro but full functionality has been incorporated into the driver for those graphics cards. I'll keep updating the driver with new versions from AMD and hopefully your issues will be resolved. Have you tried blue edition?
BTW you should not need to do a system restore. Forcing restarting Windows 3 times whilst it's booting into Windows puts you into repair mode.

I used the blue drivers, and you can't really start up repair mode and get into system restore when you can't see your screen So unless you plug in a GPU with some sort of windows-compatible EFI support, you are left blind.

1909 - the latest fall update. I was also using the Workstation edition of the OS, but I doubt that would make a difference.

hey, about the last drivers to download, Adrenalin January 2020 edition (20.1.2) (last updated 17/01/20), are they working now on the new mac pro with Vega Pro II or it's the same issue?
