After some additional tweaking in ThrottleStop, I think I've found the sweet spot to squeeze out the most performance (3.15 GHz peak) while staying under 90°C. First, it's important to tie both fans in Macs Fan Control to CPU PECI, and set the range from 30°C-70°C in order for them to start ramping up before reaching heat limits.

With these settings, I've been sitting around 55 FPS in Risk of Rain 2 using lowered in-game graphic options while also keeping frame drops under 2.0% in Streamlabs OBS (4500 VBR, ultrafast, 1152 x 720). Attachments:
