I’m experiencing throttling during gaming Metro Exodus on 2.3 i9 with 5500m 8G and temperatures aren’t an issue.
The CPU easily takes 60W, the Radeon TDP is 85W. Theres no way to make it work on 96W charger. It also needs to supply display, SSD, fans, speakers amplifier, WiFi and Bluetooth and that’s not the end of the list.
There’s also no way for using 2 chargers at the same time.
Until there is an option to undervolt CPU and GPU on boot camp, there’s no way it can work. I feel like the only reasonable configuration is 6 core with 5300m. Thinking about returning and downgrading.
Somebody thinks the same?

Have you tried disabling Turbo Boost Short Power Max and lowering the long power max to <20W using ThrottleStop?
What's the ambient temperature of your room?
I have a 2018 that throttled during the summer regardless of driver version.

Very disappointing this thermal throttling, games run great for the first minutes, then when the MacBook is hot starts to throttling but never recovering to stock speeds, even when temps are in the mid 70's.
Its a shame, I am out of the returning days (14 days after purchase) that problem is a game changer and I am very unhappy with my purchase.
Hope this gets better but I doubt that.

Apple doesn’t ramp up the fans fast enough by default. However, you can try using the new version of Macs Fan Control on Windows 10, which now supports T2 Macs: github.com/crystalidea/macs-fan-control/releases/tag/v1.5.4I have good sustained performance boosts from this on a 2018 that doesn’t have the new high-quality thermal paste in 2019 nor the new thermal architecture on the 16-inch.

The marketing fluff of the improved thermal design is bs. Newer models still thermal throttle at around the same temps my old 2015 MBP did: 72-75°C.
You just can’t get better heat dissipation in such a low z-height and with a single shared heatsink for both the CPU and GPU. Can’t break the laws of thermodynamics lol

How then to explain that for many users this does not happen after an hour of play? And for others, like mine, this happens after 5-10 minutes. At the same time, I managed to make sure that there was no regulation. I worked all day until I rebooted the system.

I am pretty sure the issue is not power if you limit your cpu. I am using around 12 to 15W on the CPU when disabling turbo boost, a 2,2GHz in 8 cores is more than enough for most single player games, even with huge IA budgets. I am also limiting my GPU to 1100 - 1200 Mhz drawing about 35 - 40W, from the original 50W. That is a lot of overhead for that 96W charger. In any case, even with that heavy undervolting that heavy limits the overall performance of the system, I am seeing repeated throttles to 30W and 800 or so MHz. It always occurs after more than half an hour when using the max allowed frequency (1150 - 1200 MHz) at around 78-79ºC. It is super clear that the Mac has a security throttle mechanism linked to sustained temperature under Non-MacOS Operating Systems. Without undervolting my Mac can go up to 84 - 85ºC before throttling, and then it greatly reduces power super fast. When undervolting, I can get more performance over time but it ends up throttling when it get uncomfortably cose to 80ºC.
So, I guess we can only hope for a solution in the drivers, a BIOS update or making the card perform like shit to stay at 75ºC at 99% GPU usage.

I think the issue is the VRM heating up over time and it struggling to supply the needed power to both CPU and GPU. This is independent of CPU and the the GPU temp and unfortunately doesn't appear to be something we can do anything about.

There's little chance I'm accepting a 16-inch MacBook Pro unless it gets a Ryzen 9 APU, faster GPU clock speed, even better cooling (including actively-cooled VRMs), and proper Boot Camp support. A YouTuber showed brand new base model throttling while playing CSGO in Windows, and that's a game that can run on a potato PC.

Interesting practive x2. Where do you place them? directly where the gpu/cpu are ?(in the middle), under the laptop? could you monitor your temp before/after while gaming ? it'll help alot

Found this answer to a similar practise: "This is probably not a good idea. The condensation on the ice pack can get into your computer and destroy it. You may even end up cooling the laptop enough that condensation forms inside the chassis (though I don't know how likely this latter case actually is)."
