First off just for reference I'm on an iMac with an m295x, same card as Matt. I've been having random stuttering / performance drops since the summer and thought it may be due to changes to Matt's custom bootcamp drivers, however I think I may have found a solution and thought I'd share to see if it helped others. I was able to actually catch task manager finally during one of these stuttering episodes and I noted that one of the Steam threads was using 40% of the GPU. After some research on high Steam GPU usage I learned that it can be caused by hardware video decoding in the Steam interface, there is an option to turn this off in Steam->Settings->Interface-> uncheck "Enable hardware video decoding, if supported". Not only does this seem to have fixed my particular stuttering issues, disabling hardware video encoding for Steam Link also allows Steam Link to work (although the performance is bad due to lack of hardware video encoding).
Hopefully this helps others, and hopefully there is some way to figure out why these drivers possibly be having issues with hardware video encoding/decoding.
