Sorry for the spam, I figured it out. Just installing afterburner, ticking "extend overclocking limits" in the options and rebooting forces AMD Settings to enable Wattman (afterburner can be uninstalled afterwards). It seems the registry key that gets created is PP_PhmSoftPowerPlayTable (I'm not sure what the binary data in it means, though). Also, I'm not sure why but in the drivers I modified myself I get the "Radeon Chill" setting which doesn't show up in the bootcampdrivers release. that's very interesting. Radeon Chill should actually only be compatible with desktop cards according to AMD. I will look into this more and see if I can get it working for everyone. Great find!
As for the AMD overdrive option... yes unfortunately the binary data is needed for incorporation within the installer to enable overdrive by default, but its different for each graphics card model so it would take forever to get that feature working for everyone (especially reliably).
